AlloyMtd is familiar with highway operations in the Philippines as it has won the contract in 2007 to build and operate the South Luzon Expressway (SLEX)

SELANGOR-based infrastructure conglomerate AlloyMtd Group has submitted its technical proposal for the 35.42 billion pesos (RM2.6 billion) Cavite-Laguna Expressway (Calex) project in the Philippines

According to a statement by the Philippines' Department of Public Works and Highways (DPWH), AlloyMtd is one of four pre-qualified bidders to have submitted technical proposals for the 44.6km toll road project located south of Manila.

The proposed highway, which is under the Philippine government's public-private-partnership programme, would start from the Manila-Cavite Expressway in Kawit and end at the Mamplasan interchange of South Luzon Expressway (SLEX) in Binan, Laguna.

The other pre-qualified bidders are MPCALA Holdings of Metro Pacific Investments Corp, Optimal Infrastructure Development Inc of San Miguel Corp, and Team Orion of Ayala Corp and Abolitiz Land Inc.

Following the submission of the documents, DPWH said its special bids and awards committee (SBAC) will review the legal and technical proposals, and determine compliance with the requirements.

SBAC will subsequently schedule the submission and opening date of financial offer or bid for bidders, with complying technical proposals.

Calex will have interchanges in eight locations. A toll barrier before SLEX will also be built. "The road is expected to connect Cavite and Laguna directly, which would greatly help reduce travel time between and around the area," DPWH said in the statement.

AlloyMtd is familiar with highway operations in the Philippines as in 2007, it had won the contract to build and operate SLEX.

The company completed the expressway construction in December 2010 and sold it to San Miguel in 2012.

AlloyMtd has been aggressively exploring opportunities in the Philippines, especially after getting the SLEX project.
